SUMMARY OF POSITION:
- The Project Development Assistant provides critical support to the Housing Development department and is supervised by Project Development Coordinator.
- Assists in all aspects of real estate development throughout the life cycle of projects from identification and funding through completion.
PRINCIPAL DUTIES:
Construction Predevelopment Period
- Provide staff support to the Project Development Committee of the Board
- Develop an understanding of local affordable housing needs and solutions.
- Prepare request for proposals for various professional services, including architecture, environmental studies, appraisals, market studies; oversee and document procurement and selection process.
- Assist in analyzing properties for development and redevelopment including researching zoning requirements, researching previous funding, environmental or title issues.
- Coordinate all professionals throughout the feasibility study; assist with putting study in presentation format for the board of directors for their review process.
- With the Project Development Coordinator, work to secure pre-development and development funding by drafting applications to appropriate local, state, federal and private funding sources.
- Provide support in development of the pro-forma, collecting historical building cost information and other research.
- Provide staff support to consultants in the permitting process.
- Assist with loan closing as needed.
- Coordinate with Property Management in design process to secure input into project plans and specifications.
- Working with Property Management, coordinate all aspects of resident relocation as needed.
- Develop and manage the fixtures, fittings and equipment budget (FFE).
- With the Project Development Coordinator, oversee procurement, bidding and documentation of construction services.
Construction Management Assistance
- Provide assistance and record-keeping for all compliance activities related to development projects including but not limited to Davis Bacon, procurement, tenant relocation, URA, and Environmental Review processes, as needed.
- Attend project construction meetings as needed.
- Coordinate with rehab, property management and finance staff as appropriate in project development implementation.
- Work to transition the completed project to Property Management; coordinate building training for maintenance/property management.
- Maintain records and reports.
Terms of Employment:
The position of Project Development Assistant is full-time hourly position, including health insurance, vacation, sick, personal and holidays. The position has a Non-Exempt status. An individual in this position is hired and supervised by the Project Development Coordinator.

Skills Required:
- Writing and verbal skills: Must have excellent ability to communicate in writing and verbally with a broad array of parties. Sensitivity to audience, clarity, brevity and ability to articulate what is needed are necessary.
- Technical skills: Technologically savvy, must have proficiency in computer word processing, spreadsheet and database programs. Must be comfortable with office equipment, including copier, fax, computers, etc.
- Physical Qualifications: The Project Development Assistant must have the physical and mental abilities to perform the essential job duties listed above. The job entails long periods of sitting at a desk and travel to property sites or professional offices. There may be prolonged periods of computer work and vehicle travel. While performing the essential duties of this job the Project Development Assistant may have to use hands and fingers, walk, stand, reach, or lift up to 25 pounds.
Prior Education/Experience:
- Must have high school diploma or equivalent. College degree preferable. Three years’ experience in organizational/administrative role in nonprofit preferred.
- Ability to learn quickly and independently is essential. Proficient use of Excel, Word, and Outlook with aptitude for other software and mobile applications required.
- High level of self-motivation and direction, creative problem-solving skills, and sound judgment required.
- Must have reliable vehicle, valid driver’s license, and provide certificate of insurance. Position requires occasional driving of personal vehicle to properties.
