On April 4, the Office of Management and Budget (OMB) released the final rule for Uniform Guidance, which governs federal grantmaking to nonprofits and other entities. Highlights include an increased de minimis rate of 15%, equity and access improvements, and reinforcement of existing language that says advance payments are the default payment method if certain criteria are met.
