ARC Rutland Area has a position opening for a Representative Payee for 25 hours per week serving the developmentally disabled population of Rutland County. This is a responsible position that will bring joy to anyone who cares to concern themselves with the lives of those who cannot quite care for themselves.

We are looking for a compassionate individual with experience in bookkeeping and with the developmentally disabled population, who wants to give back to their community in a large way.

Representative Payee Job Description:

Maintains the confidentiality of all clients.

Prepares and follows a planned budget for each of the individual clients.

Completes annual reports to social security for each of the individual clients, as the reports come into the office.

Prepare client’s weekly personal expense checks for the entire month on the 1st or 3rd of the month along with rent. (Some clients will come into the office to pick up their checks. Others will have them mailed.) All checks for bills for each individual, i.e, rent, electric, fuel, phone, cable, internet, etc. along with the monthly service fee check, are prepared and cut from the individual’s checking account.  All bills should be scanned and filed into electronic files as well as hard copy for at least 2 years, and then shredded.

Ensure that each client’s assets do not exceed the SS resource limit.

Create and maintain respectful and trusting relationships with clients, offering support and de-escalation techniques as needed during direct service and in-program communications.

The Representative Payee will reconcile the bank statements and produce monthly summaries of expenditures. Any time a change is needed to the budget, the Rep Payee will sit down with the client and go through the income and expenses with the client for understanding and agreement before any changes are made.

Rep Payee will update the client’s address demographics as needed; and keep a phone log of events.

Rep Payee will identify and discuss with client & guardian best options for savings, ABLE/STABLE – beneficiary accounts and the like on a regular basis.

Redirect disability eligibility paperwork to client’s case managers. Assist case managers with and follow up for copies to validate the necessary eligibility paperwork was completed.

Maintain contact with: Social Security, Rutland Mental Health Services, Rutland Mental Health Developmental Services, Community Care Network (CCN), Southwestern Vermont Council on Aging (SWVCOA), Economic Services, all landlords, banking staff, all representative payee clients, family members, their individual case manager. Fax information as needed for various requests.

Ensure that contact with families and outside agencies is provided in a professional manner on an ongoing basis.

(It is the policy of ARC Rutland Area to require their clients to have case managers in order to receive Representative Payee Services. We also have a first priority of individuals with Intellectual and/or Developmental Disabilities. We may take exceptions, but there must be extenuating circumstances for review.)

Any other duties on behalf of ARC Rutland Area that may arise.

This position reports directly to the Executive Director.

Requirements, Skills, and Qualifications:

Associate’s Degree preferred and/or comparable and relevant office experience with bookkeeping.

Strong sense of self-motivation and innovation

Strong time management skills and the ability to set priorities to meet deadlines while maintaining a high level of accuracy.

Excellent interpersonal skills and demonstrated ability to work effectively and collaboratively with a diverse population of clients with developmental and intellectual disabilities, outside agencies, other care providers, family and community members.

A commitment to providing services within an atmosphere of dignity and respect.

Must be detail-oriented, patient, and compassionate.

Good working knowledge of QuickBooks and Microsoft Office

Background checks are required for employment working with this vulnerable population.

Hours, Salary, Benefits:

This is a part-time 25 hours per week position. The office hours are Monday -Thursday 10 AM – 3 PM with option to work the other 5 hours on Fridays or other flexible time.

Salary is $17 per hour with paid vacation and sick days.
